I think it would show that Europe has been sending to this country vast numbers of imbeciles whom we put in our insane asylums as insane who never were sane. and whom it was the duty of the foreign countries to provide for. Applying this test will stop that evil. . Further investigation will show how very extensive it has been. I believe that if we should pass this bill as it is. when it went into operation we would learn any defects it may have. and a slight amendment would correct them. I do not now see how we san apply the provision to charge a certain amount of money. with a guaranty that the immigrant will go back. and all that. That complicates it. We do not know how to do it.
