I was not in the Chamber when that amendment was submitted. In view of that fact. it strikes me when I cast my vote for this measure I shall cast it in sympathy with the great heart of the American people. It seems to me that for the Government of the United States to return to Cuba under existing conditions a refugee from that island. sending back that man who is fighting for freedom and independence and giving him into the power of the cruel. despotic. and murderous Spanish Government. would be an act of cruelty and injustice and inhumanity that no American citizen ought to tolerate by his vote or by his words. I am in profound sympathy with that people. who are battling. as I understand the matter. for precisely the same principles for which our forefathers contended against the great power of the British Empire. and.
