Speech #540103157

I do not know whether under our law the bill would exclude political refugees or refugees fleeing from the horrors of war or oppression in their own country. I do not know whether the bill would at all exclude them. but surely we ought not to go further than to say it should not apply to refugees. if that can be defined. We ought not. for the purpose of providing that it shall not exclude the refugees from Cuba. admit all immigrants from Cuba from now forward for all time who come within the restricted clauses of the bill. That was my objection.
