I still believe it is better than the suggestion of the Senator from Massachusetts [Mr. HovtJ. and I do not think that the parallel which he draws between illiteracy and crime holds good at all. I think we have special reasons under the treaty with Spain and under existing conditions in Cuba. of which our President has recently informed us in a very distinct and very bold way. why in passing this bill we should not instantly cut off the refugees from Cuba from the right to land upon our shores unless they can translate the Constitution of the United States in their thoughts at least from one language to another. Now. upon the question of the Constitution. I have thought that the committee made a very difficult selection of an instrument by which to test the civilservice qualifications of a man who may enter into the United States from a foreign country.
