Considering that there may benecessity for prompt action. and considering the large duties of the President of the United States. perhaps it would be better to give the power to the Secretary of State. So I have drawn up what I will read: The Secretary of State may. in his discretion. provide. either by general regulation or special order. for the admission of immigrants flying from war or political oppression. or in consequence of political disorder. on being satisfied that they are persons of good character. seeking an asylum in this country in good faith. Now. if the Senator from Alabama will allow me just one word. I will say that I have given the power to the Secretary of State. as I said. and I have not required that officer to find that what they fly from is political oppression. because it may be said that that would give offense to some country with which we are at peace.
