Mr. President. that being the nature of the trade. it is against it. as interstate and foreign commerce. that we are objecting and seeking to interpose regulation. As the Supreme Court said in the Head Money Cases. speaking of the tax imposed there: That the purpose of these statutes is humane. is highly baneficial to the poor and helpless immigrant. and is essential to the protection of the people sn whose midst they are deposited by the steamships is beyond dispute. That the power to pass such laws should exist in some legislative body in this country is equally clear. This court has decided distinctly and freuently. and always after a full hearing from able counsel. that it does not elong to the States.
