I do not know what views other members may have of the various measures proposed here and incorporated in this substitute. Much has been said against the Stone bill. the bill requiring consular inspection abroad. I favor that measure along with the rest. I reported it to the House. I believe that it would be a good bill to pass. that it would restrict immigration. that it would go further to do so than any other measure now pending. Something has been said here as to the Germans who perhaps owe military service to the German Empire. It has been urged that such persons would be unable to get away from their Government if this test were required.
