If he admits that under his bill they could come without examination. he must admit also that the same number of immigrants could have done likewise. If not. how would he have managed them? He says no examination whatever would have been made. Very well. then. he virtually admits that the whole number could have remained here under his bill as immigrants. and could thus have avoided the bill which I have read to you. Is not that true? Is there any possible escape from it?
