Session #54 · 1895–97

Speech #540082081

They desire to do that which they deem best for the whole country and to act from an intelligent standpoint. Let us see what laws we have on this subject already. We now have laws excluding (1) idiots. (2) insane persons and lunatics. (3) paupers or persons liable to become a public charge. (4) persons MAY -20i who have a loathsome or dangerous contagious disease. (5) persons guilty of a felony or other infamous crime or misdemeanor involving moral turpitude. (6) bigamists. (7) assisted emigrants. unless after careful examination they are found not to fall within any of the excluded classes. (8) contract laborers. (9) women imported here for immoral purposes. (10) anarchists. (11) Chinese. These are the classes that are now excluded by the laws of the United States as they exist today. I think any reasonable man will agree with me in the opinion that if these laws are properly enforced they are ample to protect every American interest and American institutions generally.
