We are here legislating for the foremost government of history. a government not for Americans merely. but. according to the very principles established by the fathers of that Government. the trustee of liberty for all humanity. I have no patience with that kind of statesmanship which regards a point of order in the procedure of this House as superior to a great and everliving principle. The Committee on Immigration reF orted for the consideration of the Representatives upon this floor our bills. but. by an injustice upon which I will not elaborate at the present time. one bill was excluded. We have three bills now in discussion. all of which restrict. in one direction or another. the immigration that is seeking larger possibilities and nobler opportunities in this land of promise. The McCall bill provides an educational test. I would like to ask how many men there are upon the floor of this House whose ancestors would have been admitted to this Republic if that bill had been in operation at the time of their advent upon these shores?
