I can see no hardship upon anybody in subjecting him to an examination on the other side of the water when under the existing law he is subjected to a similar examination on this side. If it is charged that this bill will operate to keep out any eligible person. that is another question. It does not do so. I claim that it will operate beneficially to the immigrant as well as to this country. If the man proposing to come to this country is eligible. is capable under our laws. he ought to know it before he converts his property into money and. invests it in a ticket. Why. sir. these steamship agents pervade the whole extent of foreign territory. soliciting anybody to come to this country.
