In any event. it is large enough to reduce. and it is growing steadily larger. I desire now to call the attention of the House to the statement of the report of the commission to which I have just referred. This commission. which is opposed to consular inspectionand I may say that everyone connected with the Immigration Bureau under this Administration is opposed to itthis Commission fears a dual administration of the laws. and that the consuls under the State Department will in some manner interfere with them or their system. They have been cordial advocates of the present law. and the Stump law of 1893 is a fair sample of the thought which the Immigration Bureau entertains on the subject. That was a law which undertook to restrict immigration. The only restriction it has effected is in the claims of the Immigration Bureau. who claim that it has prevented many people from applying to come to this country. in other words. that it has scared away many who wanted to come. That is the only indication of any restriction which it has ever effected. This commission. composed of the head of that Bureau and two other people employed in the Bureau. report as follows: It will be noticed that for the* last decade. from 1880 to 1890. it was nearly twice as much as it had been for any previous decade. and over onethird what it was for the entice period. In fact. nearly twothirds of the entire immigration movement of the world. in 1890 was directed to the United States. Now let us for a moment stop and consider that statement. Nobody denies it.
