Mr. Speaker. I have been. perhaps. as much engaged in endeavoring to get the consideration of immigration bills as any other member of the House. and while I am perfectly willing. and would. in fact. desire more time than the rule gives. yet I feel it to be my duty to the House to say that the Committee on Rules has treated the petitioners on this subject with absolute fairness and has not intended to report any insufficient time. It has taken the requests submitted to it and accorded the time in pursuance of them. Now. I am not opposed to extending the time. butI do not think there is the slightest room for criticism of the Committee on Rules.
