The Western States want these lands occupied. and who will occupy them if the European immigrant does not? But. even more than the West. the great undeveloped South wants immigrants. and is glad to welcome the foreigner. whether educated or illiterate. if he only works. The Houston (Tex.) Post says thatTexas can find room for 100.000.000 people and then not be as crowded as many countries are. in fact. not as much as some of the Eastern States in tmhis Union are. And yet she has only 3J or as much as 4 per cent of this uuniber.
