He has charge of the United States circuit court. of which there are now two judges. the United States district court. and the United States circuit court of appeals. It requires a man of a high order of executive ability to fill the position satisfactorily. His maximum salary as now fixed by existing law is $6.000 per annum. and when compared with the salaries paid to our corresponding State and local officers. even that salary appears to be low rather than high.
