First I have the Consular Reports for June. 1895. containing the report made by ConsulGeneral Jernigan. at Shanghai. on "Trade with China." I regret that time will not permit the reading of extracts. at least. from the report now. It is an official report from an official representative of this Government in a foreign country. It contains valuable and alarming information. It is the duty of every man on this floor who is charged with the responsibility of legislation and who today is confronted with the evil of Asiatic competition and financial distress to study for the real cause. Therefore it is our duty to seek carefully the significant facts in the Consular Reports. I ask leave to insert certain extracts in my speech.
