Subsequent provisions of the Constitution have placed the right of the individual citizen beyond all question. and I refer simply and briefly to the language of the fourteenth and fifteenth amendments to the Constitution. The fourteenth amendment provides: SECTION 1. All persons born or naturalized in the United States. and subject to the jurisdiction thereof. are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United Statesnor shall any State deprive any person of life. liberty. or property without due process of law. nor deny to any person within its jurisdiction the equal protection of the laws. Section 1 of the fifteenth amendment is as follows: The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race. color. or previous condition of servitude.
