It will cost no more to build it in this way than by concessions. and when we build it we will control it. I think every Senator will agree with me that if there had been a cable in operation in the last two years between the United States and the Hawaiian Islands some of the unfortunate and melancholy events that have taken place there would not have occurred. If the Government builds this cable and maintains it so that news of all that occurs there of interest to our citizens and to the property which our citizens hold there. and those -who have emigrated from this country and are already there. can be flashed over the wire as quickly as news from New York. I believe that is the best guaranty for stability of anything that can be done.
