That Congress. in the name and behalf of the people of the United States. give to Louis Kossuth a cordial welcome to the capital and the country: and that a copy of this resolution be transmitted to hin by the President of the United States. Congress did not seem to think it was wrong in those days. when the representative of a crushed and downtrodden people. whose liberties and whose property had been taken from them. should call upon the President of the United States to express in the name of the people of the United States the sympathies of all of them for this refugee from despotism.
