If there is any one thing. Mr. Chairman. that we need in this country. it is a national board of health and uniform laws regulating the admission of immigrants into this country when we are threatened with epidemics such as those mentioned in this bill. To a certain extent we do have uniform laws. but at the same time there is always a conflict between the several States and the laws of the several States on this subject. I presume that the proposed amendment is obnoxious to the rule. I am willing to concede that. but it is my intention and purpose in offering it to call the attention of this House to this subject. because I trust that at no distant day Congress will take hold of this subject and see to it that we have some law that shall establish a board of health. national in its character. having jurisdiction over the whole subject. especially some law that will prevent the passing of infected persons from one State to another. understand at the present time there is no law on the statute book that will effect that.
