Session #53 · 1893–95

Speech #530170437

By the provisions of this bill. in the first place. if an alien immigrant should be convicted of a crime and the judge should determine upon a further hearing that the person had been guilty of a crime involving moral turpitude. and that his presence in the country would be a menace to the Government and the peace and good order of society. he may be ordered deported. It was thought wise by the conference committee not to use the words " attached to the principles of the Constitution of the United States." as it left too much open. As the man is an alien. of course it is not expected that he will be attached to the principles of our Constitution. An alien who behaves himself in this country would not and could not be touched under this bill. and we do not propose to do it.
