I do not wish to waste any time over that a uestion. but I wish to say a word or two about the measure. as there seems to be a determination to pass ittonight. The substitute begins. it seems to me. in rather a roundabout way. The fourth section ought to be the first section instead of the last section or next to the last section. because it begins with the appointment of somebody to supervise the departure of the emigrant from the foreign country. That seems to be a logical way to begin. and that is the way the measure ought tobegin. Instead of that we have in the first sectionThat no alien anarchist shall hereafter be permitted to land at any port of the United States.
