It was the cistom once to limit it to white men. I believe we have so modified our institutions that the black man. but not the man whose color lies between black and white is allowed to come here. However. I do not believe that mere abstract beliefs about the powers of government or the claims of individuals on society should furnish a cause to inhibit immigration. I think there ought to be an overt act. there oughtto be something tangible. I saw the other day that somebody in Chicago. where almost all unbeliefs find a home. a Baptist preacher. said that Christ was an anarchist.
