Their scope of action would be greater. because the consuls of course in the discharge of their other duties must remain more or less at the port where they are stationed. whereas the agents. having other duties to discharge. can go into the country and can make inquires. I am inclined to think that it is far better that they should be entrusted with this power. The laws are working satisfactorily. Our present Superintendent of Immigration seems to be a vigilant officer. and is doing the best he can. The results show well. and if the Treasury officials in their wisdom think this is a proper thing to do. I think it is wise upon the part of Congress to pass the bill.
