That provision which I have read is the first section of the bill. Under laws passed heretofore a board of Ispecial inquiry is appointed by the Secretary of the Treasury. At the port oflanding this board makes inquiry and inspection of all immigrants who land. It is made the duty of this board by the second section of the bill to propound " pertinent questions " to the party charged with being an anarchist whose landing is objected to because of his being an anarchist. What we mean by " charged" is not a crime. the charge of being an anarchist having been made against him simply as a ground why he should not land.
