The first bill I believe that I had the honor to introduce when I first became a member of the Senate was a bill including language somewhat similar to that just read by the Senator from New Hampshire. and that bill was aimed largely at the class of persons at whom this bill is aimed. That bill provided that the consuls representing the United States in foreign countries should be clothed with power to examine all persons applying for permission to come to this country for any purpose. and unless the consuls were satisfied upon- careful examination that such persons did not come within the purview of our prohibitive law they should not grant a certificate. and without a consular certificate no such person should be permitted to land upon American shores anywhere for any purpose. It seems to me upon a cursory examination that there is no provision that will require such a careful examination of persons immigrating to the United States as theyare entitled to receive before being .denied the privilege of coming here. I merely want to call attention to that feature of the bill. I think it is lame in that respect.
