I thin sound public policy requires that the Government should survey as rapidly as possible every foot of the public lands of the country. Those who live in the West understand the inconvenience of living in a country where the lands are not properly surveyed and the proper field notes of them kept. Immigration is thereby retarded to a very great extent. those who desire to go int the Western country and settle upon the public lands are prevented from doing so. while great cattle organizations and stockraising organizations are permitted to occupy valuable public land without any compensation whatever to the Government. Much of the trouble which occurred in the State of Wyoming in 1892 grew out of the fact that a portion of the public lands in that State were not surveyed and open to settlement.
