But it is impossible to conceive of a moral duty in the relations between the United States and the States. They are political entities. each having its appropriate sphere. the two systems moving in their orbits. never to be brought into collision when their powers are understood. but the United States. unless there is some public end to subserve which is within its express jurisdiction. unless in the discharge of some constitutional political duty. has no moral duty.
