I wish to call the attention. of the Senator from Kansas to the amendment whichI should like to add to his amendment. I am not sure that it will quite meet his views. from what he said. I will read it: Unless such immigrant shall present to the collector of the port which he enters the certificate of some consul of the United States of the country of which he is a citizen. to be designated by the President of the United States for the purpose of making such certificate. that he is a person of good moral character. and that he has property enough for the reasonable support of himself and his family. or that he has sufficient skill in some trade or profession to earn in this country a competent livelihood for himself and his family. That might be an original amendment to the amendment of the Senator from Kansas. It is stated merely to suggest the idea rather than as being perfect in expression.
