As of April 1984 over 8.8 million of our citizens were out of work. and estimates of those whose lives have been disrupted. directly and indirectly. by unemployment and underemployment during the last 12 months range as high as 71.2 million. Although current Bureau of Labor Statistics figures indicate that there has been a slight improvement in the jobless rate. those figures fail to include the many men. women. and young people who have exhausted their unemployment benefits or who have become so discouraged that they have discontinued their search for jobs. With joblessness among women. young people. ethnic minorities. immigrants. senior citizens. and residents of urban ghettos and areas which have suffered disproportionately from industrial decline. reaching well over twice the national average. it is obvious that new and innovative strategies and a new spirit of cooperation between Federal. State. and municipal governments and the private sector are needed in order to attack this critical problem and restore the lost hopes of millions of Americans. It is with this thought in mind that I. along with my distinguished colleague.
