Mr. Chairman. I oppose the amendment of the gentleman from California . The ability of growers to bring in large blocs of foreign labor will simply continue the high unemployment rates and poverty among so many of Americas unskilled workers and migrant farm groups. The amendment talks of being sure that the wages paid to this foreign labor pool do not adversely affect the wage and working conditions of workers in the United States similarly employed. There is no way that this cannot depress wages for American farmworkers. For example. each fall the New York State Department of Labor conducts a survey to determine that the actual piece rates being paid in the apple growing regions of the State.
