Chairman. the existing H2 temporary worker program is too rigid and unworkable to address the special needs of the perishable crop industry. For the most part. the perishable crop producers have not had sufficient numbers of domestic workers to handle the production and harvesting of their products. Instead. they rely on undocumented aliens for their labor needs. This amendment will provide for a seasonal agricultural worker program which will be complementary to the H2 program and which would be used only in those instances in which the supply of domestic labor proves inadequate to meet the demand. It includes full protection for American labor. domestic workers. and it affords fair wages and working conditions to foreign workers which are not available in the current illegal labor force.
