I rise to add my voice to those supporting the PanettaMorrison seasonal agricultural worker amendment to the Immigration Reform and Control Act . This new program is of vital importance to the producers of perishable crops who must rely upon large numbers of highly mobile foreign workers to harvest their crops due to the unavailability of domestic workers. The program will complement the existing and proposed H2 program by establishing a temporary worker program strictly limited to perishable commodities. Unlike single crop States.
