Session #53 · 1893–95

Speech #530132119

Mr. PANETTA. says there is a preference for U.S. workers. but the language of his amendment removes every obligation of U.S. growers to recruit American workers once the first Pworker. as they call them now. the Panetta workers. come into the United States. Once these workers are here. there is no preference for U.S. agricultural workers during the entire period of time that these workers are here. which can be up to 11 months total in their visa. In the old Bracero Program. there was an obligation which continued. as an approval of any application for foreign workers. for domestic recruitment. As I indicated. that does not exist in this bill.
