I am not quite sure how to respond to the gentlewoman because the fact is that I think what we are trying to do here is correct a situation in which there are tremendous numbers. 8 to 10 million undocumented workers in this country. That is the whole purpose of this legislation. It is a reality that we have to recognize. The purpose of this legislation is to develop a workable program that provides protections so that people that do come in to work will have those protections. Also. I might add to the gentlewoman. the program requires that employers search out domestic workers before they rely on foreign workers.
