One of the things that led me to intercede in this debate was a statement by our distinguished collegue. the gentleman from Massachusetts. about the fact that these illegals have no rights in this country and that the guest workers under the Penetta program would have no rights here. I have talked to many of these undocumented workers. both here and in Mexico. and I have talked to scholors and others who have studied them sufficiently to know that many of them are not seeking either citizenship. an American life style. or any of the other goals we sometimes assume of them. Some of them come up here to earn money to support the their families and pay the mortgage down in Mexico. They only want to come up here for 6 months out of the year and then they want to go back and be with their families on their own farms.
