They are not secondclass citizens. they are thirdclass people. because they are not even citizens. You are bringing in these people and you are saying forget the immigration laws. everybody you have got to wait in line. you have got preferences. you have got visas. you have got quotas. but if you are in the agricultural business only you can bring them in.
