All of those contradictions exist here. and for those reasons there is obviously a great deal of concern on all sides about whether this bill will work. And we have all reflected those concerns in the course of our votes. But despite this. it seems to me we have to give the benefit of the doubt to the authors of this legislation. It can work and it can work right. to restrict undocumented workers from coming into this country. If that is to happen. if it is to work. then it seems to me the legislation has to recognize some basic realities. One of those realities is the nature of the perishable crop industry in this country.
