The recruitment periods and the obligations of the grower to recruit domestic workers are changed dramatically by the Mazzoli legislation from existing law. No minimum recruitment period is required whatsoever by the grower before he can immediately press the button to bring in the H2 workers. Current law limits visa periods to a maximum of 11 months for H2 workers with 6 months being the average term. The Mazzoli legislation before us now totally eliminates any statutory limit and grants the Secretary of Labor full discretion to determine the length of the workers stays. I could go on. and on. and on. All I suggest is that in a bill which is designed to prevent the displacement of American jobs through the use of employer sanctions and a bill that provides a legalization program which assumes that the undocumented workers who are here now and who have established the continuingresidence requirement of that program will be continuing to work in this country. there is no need and in fact it is totally contradictory and hypocritical to now expand tremendously and weaken the protections for imported foreign workers. I would ask for an aye vote on this amendment.
