That is a very harsh charge. and it is a charge that many people on this floor do not enjoy. but I think it is the reality of the situation. because the language in the amendments of the committee and the amendment that will be offered later by the gentleman from California and the gentleman from Washington in fact borrows the language for the determination of whether or not foreign workers can come to these shores. It is the language from the bracero program. I do not know whether the legalization of the current people who are in this country who are undocumented workers will cause them to flee the fields. to flee the sweatshops. and to seek better employment. employment where they are organized. employment where they have benefits. employment where they do not have to work in those conditions.
