ERLENBORN would take this back to 9 months. The extra 2 months is critical. The longer that we can allow toward 1 year for someone to stay. the more flexible. the more economical it is for agriculture to use the overseas labor with the migrant type of forces that play here. We have had others describe how difficult it is for seasonal situations to be adjusted and for States like California. for the great mileage to be covered for different occupational uses of that labor once it is here. Eleven months is much more reasonable to the harvest even of surgarcane than the 9month period based on the seasons when the harvesting occurs and the other work that is being done.
