But I think in making the record on this particular amendment. there are two other points that should be made. and the gentleman from Nebraska. in his last comments. alluded to one of them. but I want to emphasize it. I am very concerned that if we adopt an amendment of the sort which was proposed to be offered that we would be viewed by many people around the world as placing ourselves and this Nation in violation of our solemn undertakings in the Helsinki Final Act. We have repeatedly and correctly and properly made a point that the Soviet Union has consistently violated its same undertakings under the Helsinki Final Act by prohibiting the emigration of people from the Soviet Union. not Just Soviet Jews but Christians. Pentecostals. ethnic Germans and others to reunify with their families. The reunification of families is one of the major points of the Helsinki Final Act.
