Protection and free trade present a social far more than an economic question. for on high wages and high standards of living depends the stability of society. and especially in a republic where every man has a vote. and where no privileged classes exist. Protection in its widest aspect is something far more than a mere question of schedules or of national bookkeeping. It is an effort to defend by legislation our standards of living. Just as the exclusion of the Chinese and of contract labor was. Protection is one feature of a great policy of selfpreservation. which I believe to be essential to the future of this Republic. To abandon it is to enter on changes which will go to the very bottom of our social and politicalfabric.
