Now. would the Senator f rom Mississippi deny that if a patient suffering with the Asiatic cholera should by any secret means gain a footing upon the shores of this country in violation of the law of the Government. that Congress. as a necessary incident of the power to pass that law. would not only have a right to quarantine that patient. but would have the further right of quarantining every other patient to whom the disease might be communicated by the first? It strikes me that there can be no question about that power.
