I am directed by the Committee on Appropriations to ask the consideration of the joint resolution which I send to the desk. The joint resolution (H. Res.146) providing for thb paymentof salaries and expenses of additional deputy collectors of internal revenue to carry out the provisions of the Chinese exclusion act of May 5. 1892. as amended by the act of November 3. 1893. was read. as follows: Resotved by the Seate and io use cf Pepresen tativee. etc.. That there is hereby appropriated. out of any moneys in the Treasury not otherwise appropriated. the sum of $10.000. or so much thereof as may be necessary to pay the salaries and actual and necessary expenses of as many additional deputy collectors of internal revenue as the Secretary of the Treasury may determine to be necessary for the collectors in the several districts to appoint in order to the more thorough and effective execution of the act of May 5. 1592. as amended by the act of November 3.1893. relating to the registration of. and the Issuance of certificates of residence to. Chinese laborers who are entitled to remain in the United States under the provisions of these laws. which additional deputy collectors shall be paid. out of the sum hereby appropriated. by such allowances as shall be made by the Secretary of the Treasury upon recommendation of the Commissioner of Internal Revenue: Provided.
