You did not send as many as Kentucky or Tennessee did in proportion to their loyal population. The only question I am now discussing is whether there is a fair proportion of pensioners among the different States. and whether there has been a discrimination in the granting of pensions for political reasons. Kansas did nobly. but her population of pensioners now largely exceeds her entire contingent in the field. but this is due to the heavy immigration of soldiers from other States. Mr. Chairman. the gentleman from Massachusetts said that there are only eightynine employ6s in the Pension Office engaged in looking over these suspended claims.
