The point of the controversy. if there be one. is that it is contended by the Senator from Virginia that Mr. Davenport received private contributions of money for performing quasijudicial work. The explanation of Mr. Davenport is that the contributions were made by publicspirited citizens. Republicans it is true. for the purpose of making preliminary investigations concerning certain naturalization frauds. They had contributed for that purpose in 1868. and they contributed for the same purpose in 1891. There was no system of fees by which the United States commissioner and supervisor. Mr. Davenport. could be paid for his expenses in connection with this investigation. and therefore it was that private individuals hid contributed to pay theexpenses of that investigation.
