I havo the report before me. I am terribly disappointed that the Senator from Illinois replied to me as he did. for I supposed he would say just exactly the opposite. Mr. Cox says in his report: The law was intended to provide not only against fraudulent votes. but that no person really entitle to a vote should be refused.
