The right of Congress to confer bounties can not be successfully questioned. We have carried the power even to the length of making appropriations to aid destitute foreigners and cities laboring under severe calamities. We did this in 1794. in the case of the Santo Domingo refugees. and the citizens of Venezuela who suffered from earthquake in An illustration equally forcible. but of a domestic character. is in the bounty given the cod fishers. which though strenuously XXVI76 opposed on constitutional grounds has retained its place upon our statute books for one hundred years. Judge Cooley. in his great work on Taxation. lays down the doctrine squarely that "bounties and pensions may be given by the General Government." In the case of People vs. Board. etc. (9 Mich..327). it was held: Where a bounty offered under a law of the State is actually earned. the reduction of the bounty by a subsequent amendment of the law does not deprive the party of the full bounty given by the original act.
