I take it for granted that the gentleman from Virginia is a lawyer. and a good one. and a lawyer probably of a good many years experience. I do not know whether he has many German people down in his section of the country. but I know that I have up in mine. and I know that wherever a client is ignorant of the English language if ever his counselor is dili-. gent in a case he should be then. This report says that this man was a Geriman. thathehadlately emigrated to this country. and at the timeof this misfortune he was ignorant of the Englishlanguage. There is another fact about it. I helieve. too. there was a general order on this subject that had a good deal fo do with those cases.
